My idea would be "glue" packages - that connect one package to another:

Connecting generic locale support for a country with a software package
would mean installing the appropriate locale files. Connecting perl DBI
with mysql-client would mean supporting mysql databases in DBI.

Since the default behaviour (install if the packages that should be glued
are installed, remove otherwise) is perfectly acceptable for most users,
those packages could be hidden in dselect.
