You may wish to point out to him that the FBI has no jurisdiction
(or interest) once the origin of an irritant is discovered to be outside of
the United States. If he wishes to annoy the correct (US-based) people,
he'll need to contact either the DoD or the CIA (or maybe Al Gore, since he
invented all of this).
Best bet is to ignore him. Nobody in "the land of the free" will
care about his complaint. The rule of thumb is (as always), don't ask
questions of a technical forum unless you're ready to take a sip from a
firehose.
