The aim is that all documentation is available in one directory,
and at present that directory is /usr/doc. Packages are welcome to provide
their documentation in /usr/share/doc but must create a symlink in
their postinst in /usr/doc.

At some time in the future we can expect /usr/share/doc to become
definitive and for /usr/doc to disappear.

Until then any package which does not create the symlink is buggy.
