However, we should expect that a package would either completely
implement policy pre-3.0 (ie /usr/doc), or 3.0 (/usr/share/doc
with /usr/doc symlink), and not some combination. I would like to see
packages missing /usr/doc (either way) be fixed. It is very annoying.
