cdimage.debian.org is in the UK.

cdimage mirrors inside the US instead of directing non-US downloaders
to the free-for-export version, could just as well point them to a
non-US mirror.

Would they be pissed off at that? I don't think so. They could only
sell half-the-product, anyway.
