Strongly agreeable with David.
Base shall be fixed/matured/stabilized always first.
This may affect to take us into better cycle from a view point of
efficiency and quality as;
- First, all developer/maintainer struggle with base thoroughly
- Second, all developer/maintainer may know well about base
- Then, all developer/maintainer may well maintain their package/s
