Ask the maintainer of base-passwd (Wichert Akkerman). I think this
information belongs to be put in /usr/share/doc/base-passwd/README .
Which users and grous are being created by default is defined in
/usr/share/base-passwd/passwd.master
/usr/share/base-passwd/group.master
