Notice that both of them are DFSG compliant. main =~ non-US/main.
Putting something in one of the non-US sections means only that exporting
such software from the USA (e.g. putting on a FTP site that's available to
people outside USA) isn't legal by US laws (which are obviously flawed in
that regard, but still need to be respected).
Things in non-US/main are packages of DFSG free software that must be in
non-US, and things in non-US/non-free are packages of not DFSG free software
that must be in non-US.

If it links with that crypto library, I guess the source code contains some
crypto stuff itself, correct me if I'm wrong. That would make it go to
non-US/main.
