Bug#66178: All display confined to bottom line during install

Part way through an apt-get upgrade session I got a screen oriented
prompted (whether to run sshd). After that, all output went to the
bottom line of the screen; nothing else scrolled. I captured all this
with script. At the end of the upgrade I did an exit, but the
terminal was still messed up.
I can provide the terminal log if that would help.
Possibly relevant facts:
I am running under GNOME, in the terminal you get when clicking on the
terminal icon.
I fiddled with the font for the terminal, setting it to fixed (misc).
I resize (vertically stretched) the window during the downloading
phase.
Did apt-get -q upgrade.
ssh was the only package to require user input. It was also the only
one to show a full screen, color dialog (except the screen only
covered the upper half of the terminal window).
The problem could be in
* terminal
* apt-get
* the menu system
* ssh packaging
among others.
