You are right.  I didn't know about this.

Question:  How should a normal Debian user find out about mzip?

The current mtools description seems to be:

Mtools is a public domain collection of programs to allow Unix systems
to read, write, and manipulate files on an MSDOS filesystem (typically a
diskette).  Each program attempts to emulate the MSDOS equivalent
command as closely as practical.

There is no reference, whatsoever to Zip drives...  Where as, there
exists explicit "jaztool" and (contrib) "jazip" packages, that are
obvious to find, for users.
