Looks just like my unstable/frozen/stable purpose, then I can just agreed 
(Don't mean I want the credit! liw explain it clearer then me, I just 
mean it really fits my first think :)

May be maintainer have to ask for packages going to tested (in the same 
way they ask for going in stable or fixed now)... Unstable has already a 
good spool of potential and experimented users to be the "bapteme du feu" 
of most packages (french expression meaning the first time something is 
done). 

A priority queue list can be create too (I think the Test Board Director
already has one). 

Some package can be made available without having to go in tested too 
(such as the 2.1.x kernel, by example, or wine, or dosemu with the 
experimental kernel support...).
