While I understand your statement, but there are many packages that don't
ever use gcc (or a debugger) that couldn't be built without dpkg-dev. I
wasn't really implying that it was the only one, but Debian couldn't be a
distribution without it. (Of course there wouldn't be any Linux
distributions without gcc.)
Even if it is placed last on the list of "important" tools, it is still a
development tool.
I realize that these distinctions may be muddy to some. My reason for
submitting the bug was that having dpkg-dev in utils makes it hard to
find. Of course after this thread, everyone knows where it is...
