The copyright holder can issue any number of licenses. This means that
you can GPL software _and_ also issue a commercial license that does not
require source code to be distributed. This is the case for GhostScript,
he sells it commercially and has a free license and a "contaminating"
license as well.
As the license user, you pick the license you like the most and use that
one. You can't mix and match provisions from two or more licenses in the
same use, but you can use different licenses for different uses.
As a software developer, you match one or more licenses. If you want to
integrate FTE into something else, and FTE is GPL-ed and Artistic, your
program must be GPL or Artistic or both, you decide. You designate in
your software which license(s) of FTE you are distributing the software
under (and thus what license your own software is under), and the copyright
holder can only hold you to those licenses that you use.
