I started out the same way. However, I think we cannot, unfortunately,  
expect everyone else to also do this.

Without pointing at anyone specific, enough people aren't responsible in  
that regard to make systems break that rely on this.

I don't have a perfect solution. However, I think it is painfully clear  
that we have a problem.

We have the strange state that we currently have one list (debian-user)  
for the greatest part of the people (users), and lots of mailing lists for  
the smallest (developers). I suspect that is part of the problem.
