No. dpkg used to have the --force-overwrite flag on by default. In an effort
to fix overlaps between packages, it was turned of by default. You can
install libc6-dev if you do "dpkg --force-overwrite -EG -i libc6*deb".
Please report this as a bug against libgdbmg1-dev.
