Note, that I'm working on a Debian Project Manual which will also contain
the social contract. I guess it will be take a few more weeks until I can
release a first version.

If you think it should be included in some other package until then, then
I would vote for `doc-debian', which also contains the manifesto, etc. (It
does not belong into dpkg-dev.)
