It's correct. This is a stub file to convince the linker to do the
correct thing with statically including some routines not in the dynamic
library.

Yes, this makes sure that dpkg-shlibs gets the dependancy correcy.

Yes, libc6 should be linked against ld-linux.so.2, ld-linux itself is
