Thanks for these workarounds.  I had read the documentation, but only
the man page.  The man page doesn't mention cvsignore at all.  I'm new
to CVS, I didn't realize that the man page wasn't complete.  I'm going
to start reading the texinfo docs.

I'm not sure what you mean by this second paragraph.  If the source is
imported with -I ! -I CVS the upstream CVS directory won't be there when
the diff is generated, so I can't see how it can affect that.  Would you
expand on the problem?
