intent to package: ilisp hyperbole oobr

Things at my new work seems to have settled to an extent that I can
start working on debian for real.

I intent to package up the following emacs packages:

ilisp - an emacs interface to many lisp implementations

hyperbole - Bob Weiners personal information management system
	    (hypertext sort of stuff)

oobr - Bob Weiners OO browser. Gives a nifty way to browse your OO
       source code (supports a number of languages including CL, C++
       and java).
