Release goals for Debian 2.1?

Stupid / simple question:
If hamm will be frozen tomorrow, will we move immediately to FHS for
Debian 2.1 or will Debian 2.1 be a "fix release" over Debian 2.0?
For example: Shall we upload new packages for the new unstable having
/usr/share/man/man1 and /usr/share/doc/<package> directories?
Or it is too early for that?
