wvdialconf should probably default to umask 007, or warn.
If you say no creating the conf file in the postinst and then run
wvdialconf later to create /etc/wvdial.conf, it creates the file
according to your normal umask. I think that it should either create
the file according to a umask of 007, issue a warning if the file has
world readability, or at least add comments to the resulting file that
warn that you should chmod it before adding your password, etc.
