std pkgs can't depend on liblockfile0? (was Dependency check on hamm)

Waitaminnit. In compliance with policy, mh now uses liblockfile. But
liblockfile0 is priority optional and mh is priority standard. I
guess either mh should be demoted to optional (which I can't do
because of the override file) or liblockfile0 should be promoted to
standard. I say liblockfile0 should be promoted to standard since
it's promoted in the Policy.
