I have a symlink which locates /var/cache/apt under /usr/local/ on
one machine.
Personally, I'd like to see apt able to interleave downloading and
installing, because I still have to manually intervene when an
update involves lots of packages (generally, I've not allowed for
more than 100M unused space on transient partitions).
