Which functionality? The configuration management?
It's useful to anyone who has more than one machine running debian, to
anyone who would like to see a uniform interface used for prompting for
information, and to anyone who's gotten tired of answering the same
questions over and over and seeing the same information output over and over
each time you upgrade.
