howto make a library package?

I'm trying to package nana and XmHTML so that I can package Gnucash.  I've
not yet packaged any libraries,  and so I'm wondering if there is any
documentation anyplace about what should go in the *lib.deb and what
should go in the *lib-dev.deb -- the developer's reference doesn't seem to
have much.
