libc6-update: function not implemented

Hi,
  after upgrading from 'libc6 2.0.7v-1' to 'libc6 2.0.7-19981211-1' i get
the following error when installing 'locales' and some other packages:

Unpacking locales (from locales_2.0.7-19981211-1.deb) ...
dpkg: error processing locales_2.0.7-19981211-1.deb (--install):
 error setting ownership of symlink `usr/share/locale/locale.alias':
Function not implemented
dpkg-deb: subprocess paste killed by signal (Broken pipe)
Errors were encountered while processing:
 locales_2.0.7-19981211-1.deb


  Strange enough the error still keeps me sweating after a downgrade to the
old libc6. Tips welcome.
