KDE is currently not part of the Debian distribution.  From
what I undestand it will remain this wail until the new
version of QT comes out with the new and improved license. 
(and of course KDE is compiled against it.)

There are sites out there with .deb packages of KDE (including
ftp.kde.org itself).
