DFSG-free licenses may not disallow any type of use of the software either,
not just distribution. For example, licenses cannot discriminate against
use for genetic engineering research or nuclear weapons research.
Similarly, use by non-amateurs must be allowed.

Unfortunate that most ham software has a similar license. :-(
