So, why not convert the user's 7-bit input queries to 8-bit on the
front-end (if needed), and keep the dictionary as 8-bit only?

Also, as far as using dict, note that dict's standard dictionaries
sadly don't use 8-bit characters (try looking up résumé or moiré with
the command-line client).
