Intent to package: tuxeyes

I'm not yet a developer, but should be one soon.  If anyone needs this
package to be created very quickly, please let me know and I would be
happy to give it away. 

tuXeyes is a X toy that works like xeyes.  It is licensed under the GPL
but uses Qt, so it will go into contrib.  The author writes in the README:
"tuXeyes is a small Qt (http://www.troll.no/) program (actually my first)
that displays a our beloved penguin Tux on your display. Tux will follow
your cursormovements with his eyes."
