Much more important is that packages don't get deleted, until any
package that depends on them is gone. Esspecially sources should
remain until the last apckage build from it is gone.

Its a bit tricky with circular depends, but there are well known
methods for that.

It's not only a convenience but also a legal problem, since the GPL
forces one to provide sources, which debian can for updated packages.
