For GNOME, a staging-area did a fair job in collecting all packages
and then moving them simultaniously into Incoming (after a dinstall
dry-run), when a consistent stage was reached (OK, it was delayed too
much, but you get the picture). 

Could we use such a thing in future major changes? This will minimize 
such coordination of upload problems.
