Section and Priority are already in a separate location (the override
file which generates the Packages.gz files). However, it is useful and
desirable that they are still in the control file.

What you are proposing is in fact some sort of "override file"
for Depends:, Recommends, etc.

Perhaps I would talk with the dpkg maintainer and ftp.debian.org
maintainers (the ones that would have to work for this to be implemented)
before making a proposal like this.
