 Perhaps what is wrong sometimes is that the Debian person doesn't
 package the bug report into an informative and useable professional
 format to ease the labor of the upstream maintainer/author?

 A clickable URL in the email linking to the relevant BTS entry might
 be more useful than a forward, especially if acompanied by a best-try 
 analysis and/or a patch with a ChangeLog paste-in.  (giving credit
 where credit is due, of course.)
