retracting ITP gaa

I will not be packaging the command line parser generator gaa after
all, since the upstream author has decided not to support it.

When I've created GAA, I hadn't heared about other tools doing the
same thing... If I had known, I wouldn't have created gaa.

So, I have decided to stop maintaining gaa. I think that there are a
lot of things more interesting in life.
