I've just started on it - I have a package that works and provides
devfsd, and a script that is a modified version of rc.devfs that
runs on boot and shutdown.

I think I'm going to need to rearrange it into three packages though,
devfs, a kernel patch package, and devfsd in a seperate package. That
way people can use the devfs state save/restore script even if they
don't need devfs.

My work in progress is at http://www.cosanostra.net/~fnord/devfs/, for
any who are interested in playing with it.

A short explanation of how I plan to package it all up is on the web
site.
