If such situation is to be a problem you just have to recrute someone
who speaks the language to the new maintainer team. I think there will
always be someone who speaks both English and the problem language.
Should there be someone speaking only a language that no other
developer knows it's nothing but really bad luck. (I can't imagine
a whole language group working with Debian without someone knowing
at least light conversational English)
