Any quick solution like this would have to be implemented very carefully. 
There are currently packages using /usr/doc/, packages using
/usr/share/doc/ _and_ at least one package (dhelp) using both. Especially
packages using both directories will present 'interesting' problems when
doing the whole move with a few simple commands like 'mv' and 'ln'.
