we don't consider anything (except root = 0) worth to have a static id.
if the program looks up the id by name, and you create a rpm from the deb
(useing alien), it will work on redhat, suse, ... too.

yep. doesn't work with other peoples system.
and if you are in a heterogenous environment, you might want to
change user id's for all machine to be the same, no matter what
distribution or unix you are running. static user id's are a pain
in such cases.

don't know. but the only reasonable thing is : everything except root
is dunamic. i heard a rumor that lsb (linux standard base) will rule
this.
