As I recall, Mark Eichin was the first who attempted packaging thttpd.
Then he gave up on it as the traffic shaping stuff was directly
available in the 2.2.x kernel series.

When I gave it a look, I found out that thttpd runs chroot()ed which is
kind of a trouble when users want to put up their personal homepages.
The makeweb(1) tool that is included in the thttpd distribution is a
setuid binary for setting up user web directories under the chroot()ed
environment.  YMMV.
