    Such a program could face possible restrictions on its use, 

Actually I got the suggestion from a law professor, and he said there
is no legal problem with using such a program to access web sites.
Publishing the output could raise legal issues, but the main purpose
of the program is not for publishing the output, it is for looking at
the output yourself.

    For a recent debate about third party searching of a website:

This program would not be a "third party", it would be a kind
of browser run by the person who wants the information.
