How to place a new program into tools/ for PowerPC?

For the PowerPC port we need to have the BootX MacOS bootloader program
placed into tools/ on the mirror. What is the procedure for this since
it is not a deb package?  Also, when this occurs the README needs to be 
updated since it is i386/MSDOS-centric.

When the tools are updated externally (upstream I guess), how often do     
they get updated on the mirror?  Is anybody handling this?
