No, they are not.

I am assuming that http://www.gnu.org/philosophy/free-sw.html is a
normative reference to the FSF definition.  It says: "Rules about how
to package a modified version are acceptable, if they don't effectively
block your freedom to release modified versions."  This is more relaxed
than the DFSG, which only allows the patch clause
