I suspect that he just used the wrong phrase.  He probably said "and
not only" when he meant "instead of"...

But, no, we wouldn't have both in the archive.  In fact, when 21 comes
out, I'll probably move to that and either drop, or let someone else
take over, emacs20 unless there's some compelling reason we need both.
With emacs19 there was a reasonably strong compatibility/size
argument, but so far, I haven't heard about that being the case for
21, but you never know.
