Bug#2272: diald UNSAFE_ROUTING compile option should be runtime option

This one probably wants to go to the upstream maintainer. According
to the FAQ:
If you compile diald with the UNSAFE_ROUTING option you will eliminate
this overhead, but at the (small) risk of having active TCP sessions lock
up if your phone connection is broken while the session is active.
This problem has been corrected in kernels after 1.3.13, so if
you are running a recent 1.3.x kernel you can safely use the
UNSAFE_ROUTING option.
This should be a runtime option; it ought not to be necessary to
recompile when one upgrades kernel.
