Already done. All developers, in fact, anyone with an account on
va.debian.org, can use the system.

I continue to strenuously object to non-Debian documentation being
forked off into Debian and not considered as a problem of free
documentation in general.

Not at all. I personally am agnostic regarding use of DocBook versus
Debiandoc-SGML. However, I have seen very few (well, no) cases where
the limitiations of DebianDoc-SGML have hampered us too strongly.
Followups on this issue to debian-sgml list please.
