Please be paitiet.  

I am trying to get new make file to build ... but initial run had
problem.

They were build on wrong location:
 happened: http://www.debian.org/doc/manuals/index.en.html etc.
 should: http://www.debian.org/doc/manuals/debian-reference/index.en.html etc.

These pages are updated.
http://www.debian.org/doc/user-manuals#quick-reference
http://www.debian.org/doc/

I think moving from
  old http://www.debian.org/doc/manuals/reference/index.en.html to 
  new http://www.debian.org/doc/manuals/debian-reference/index.en.html

may take some time.
