Verify the md5 hash of the file:

saens{jgg}/org/ftp.debian.org/ftp/dists/proposed-updates#md5sum
netstd_3.07-2hamm.4_i386.deb
09e42bdecf569362df94be850605645b  netstd_3.07-2hamm.4_i386.deb

If it does not match exactly that then you are not downloading the file
correctly and the bug should be closed.
