Bug#171762: dpkg-buildpackage should check for parse errors in control file

It would be nice if dpkg-buildpackage would check the relationship
fields (depends, build-depends, etc) in the control file for parse
errors. I forgot a comma in the build-depends; this wasn't discovered
until the autobuilders failed.
