Bug#193979: dpkg: /usr/sbin/dpkg-statoverride preventing start up of certain daemons

all i get is stripping trailing / when a) there aren't any trailing /,
and b) it somehow prevents the daemon from starting up. i didn't get
this behaviour with 1.10.9. it's under severity: normal, but i think it
should be more severe.
